Special Urgent Message: Act on Housing Element Appeal
As many of you know from previous WHA newsletters, The San Francisco Planning Department created a citywide rezoning plan called the Housing Element which calls for increased density, increased height limits, the legalization of in-law units, encouraging new in-law units, and, among other things, the elimination of the requirement for on-site parking places for new housing. In July, Westwood Highlands and 15 other citywide neighborhoods organizations unsuccessfully appealed this plan to the Board of Supervisors who voted 6 to 4 against us. If you like the livability of Westwood Highlands and you think that San Francisco is congested enough already, I URGE you to read the Housing Element appeal that accompanies this newsletter.

Get rid of items no longer needed AND make money at the same time? Just open your garage and place items out in front on Sept 11 and 12 from 9AM to 5PM. As usual, Westwood Highlands Association pays for the adds in the Chronicle, Examiner, and Independent (thank you VP Charley Leach) so buyers will be circling the neighborhood all weekend.
Westwood Highlands To Be Spotlighted
in the Sunday Chronicle
Westwood Highlands will be featured in the Sunday edition of the San Francisco Chronicle on either August 29 or September 5. WHA residents Bettie Grinnell and Dave Bisho spent a good part of a day last month being interviewed by the Chronicle's Sam Whiting who took an interest in some of the features and peculiarities of our neighborhood. Should be interesting.
Welcome New Neighbors!
The WHA Board of Directors welcomes all new residents to the neighborhood. New homeowners should contact Vice-President Charley Leach to obtain a welcome packet that includes a copy of the Covenants, Controls, and Restrictions; as well as a map, coupons to local businesses, and other useful information.

Trees
We get some really foggy days during the summer, especially in August. But don't let the fog fool you into thinking that it brings enough moisture into trees and flowers — it does not. Young trees still need 15 gallons of water per week in deep irrigation.
Friends of the Urban Forest — Warning
You may have seen flyers from Friends of the Urban Forest (FUF) inviting you to plant a tree. This generic flyer does not reflect the specifics of Westwood Highlands with respect to planting trees in sidewalks. A tree planted in a sidewalk requires a permit from DPW and DPW no longer issues permits for planting trees in sidewalks that are six feet in width or less. FUF will plant a tree as far as five feet onto the front lawn at a subsidized cost but Westwood Highlands Association will do it for free for any Westwood Highlands resident. If you are interested in having a new tree planted in your yard courtesy of WHA, please contact Anya LeGault.
Illegal In-Law Units
An illegal or secondary unit is generally described as a second living space in a single-family home, usually in the basement, having a kitchen and a separate entrance. One of the main reasons that folks continue to move here is that most of the neighborhoods in this part of the City, including Westwood Highlands, are zoned for single-family use only. Residents know that it is increasingly rare in San Francisco to be able to live in peace and quiet and to actually be able to park in front of one's own house. The WHA directors will continue to enforce Article IV of the Easements, Restrictions, Conditions, Covenants, Charges, and Agreements first established for Westwood Highlands in 1924 that restricts the use of each lot in Westwood Highlands to one family.
